FRIENDSHIP AND COOPERATION TREATY BETWEEN PORTUGAL AND CAPE VERDE

The Friendship and Cooperation Treaty between Portugal and Cape Verde was recently approved (Resolution of the Portuguese Assembly of the Republic no 35/2012), which formalises the wish of both nations to consolidate the current level of cooperation, bringing the relationship between the two to a new and higher level of strategic partnership.

 

As such, the Treaty provides for a closer relationship, not only between the two nations, but aims to endorse each country in the area of geopolitical integration of the other.

 

As an expression of the closer relationship between the two nations, the Treaty foresees biennial summits of heads of government, which will be the driving force for dialogues and political and strategic consultation on bilateral and multilateral issues of common interest. In this regard, it should be noted the creation of a Permanent Committee that will monitor the implementation of the Treaty and can propose any amendment that in its opinion may be appropriate to improve the fulfilment of the same. This power granted to the Permanent Committee is relevant as it is common to experience difficulties in the interpretation and implementation of legal instruments of cooperation of similar nature.

 

Under the scope of this Treaty, it is foreseen cooperation in the following areas, to name but a few: (i) economy and finance; (ii) Portuguese language; (iii) education and science, technology and higher education, culture, youth, sport and media; (iv) environment, land use planning, habitation and public records of immovable properties, administrative modernisation and (v) socio-economic development.

 

The cooperation covers, therefore, a wide range of areas of common interest, and also provides for specific mechanisms to guarantee the implementation of each area.

 

In light of this framework, it is up to the operators, various entities and other interested parties of both countries to make the most of the opportunities offered within this Cooperation Treaty, thus contributing to the fulfilment of its objectives.
